今年起試行土地儲備專項債券

6月1日,財政部、國土資源部公布了《地方政府土地儲備專項債券管理辦法(試行)》(以下簡稱“辦法”)。辦法明確,為完善地方政府專項債券管理,2017年先從土地儲備領域開展試點,發行土地儲備專項債券,規范土地儲備融資行為。

根據辦法,發行土地儲備專項債券的土地儲備項目應當有穩定的預期償債資金來源,對應的政府性基金收入應當能夠保障償還債券本金和利息,實現項目收益和融資自求平衡。土地儲備專項債券納入地方政府專項債務限額管理。財政部有關負責人指出,2017年地方政府專項債券總限額是72685.08億元,各省應當在國務院批準的分地區專項債務限額內安排。土地儲備專項債券的發行額度,不得突破地方政府專項債務限額的“天花板”。
